A speech delivered at the opening session of the United Nations, where delegates of fifty nations met from April 25 to June 26, 1945, in San Francisco. In one of his notable speeches during the session, Romulo said, “Words and ideas are more powerful than guns in the defense of human dignity. Treaties are stronger than armamented boundaries. The only impregnable line is that of human understanding.”

Based on Romulo’s autobiography and other sources, this photo was probably taken in Quezon’s room at the Shoreham Hotel in Washington, DC, on January 1, 1943, when Quezon gave him the cabinet position of Secretary of Information and Public Relations. The following year President Osmeña gave him an additional job as the Philippines’ Resident Commissioner to the US Congress, a position he served until 1946.
